These unlocks are not account-wide in Patch 9.1 which will unlock Rank 12 Valor Upgrades on all your characters once you've reached a Mythic+ score of 600, 1000, 1400, 17 respectively on your account.

Upgrading an item that is Item Level 226 (Rank 6) or lower requires no achievement.

Upgrading an item that is Item Level 223 (Rank 7) requires a Mythic+ rating of 600.
